COP28 Logistics

 

Venue​

The venue for COP28 is the Expo City Dubai, a state-of-the-art destination to promote sustainability and circularity principles.

The venue’s size and design enable COP28 UAE to serve as an inclusive platform for dialogue, by offering a dedicated space to the accredited parties and observer delegates site (Blue Zone) and to civil society (Green Zone).

The conference is expected to convene over 70,000 participants, including heads of state, government officials, industry leaders, academics, and representatives from civil society organizations.

Visas

Each individual must take the necessary steps to comply with the UAE’s entry requirements.

For UNFCCC-registered COP28 UAE (Blue Zone)

The UAE Government has authorized an electronic, free of charge Special Entry Permit for all UNFCCC-registered COP28 UAE event attendees, also known as the COP28 UAE Visa. Once you have completed your UNFCCC registration you will receive a UNFCCC registration confirmation email which will include a link to apply for the COP28 UAE Visa.

Note that this process will be mandatory for all foreign UNFCCC-registered participants entering the UAE and that the application process may take up to 72 hours after submission. Please click here for more information about the process.

For attendees without Blue Zone badges

If you are travelling to the UAE to attend the Green Zone or other COP28 UAE events and activities (and are not a UNFCCC registered delegate), you can apply for a standard visit visa or receive a tourist visa on arrival if applicable.

Citizens of the following countries will receive a FREE 30-day tourist visa when they arrive at Dubai International Airport: Andorra, Australia, Argentina, Austria, Bahamas Islands, Barbados, Belgium, Brazil, Bulgaria, Brunei, Chile, Colombia, Costa Rica, Croatia, Cyprus, Czech Republic, Canada, China, Denmark, El Salvador, Estonia, Finland, France, Germany, Greece, Hong Kong, Honduras, Hungary, Iceland, Italy, Japan, Kazakhstan, Kiribati, Latvia, Liechtenstein, Lithuania, Luxembourg, Macau, Maldives, Malta, Malaysia, Montenegro, Mauritius, Monaco, Nauru, Netherlands, Norway, New Zealand, Paraguay, Peru, Poland, Portugal, Republic of Ireland, Romania, Russian Federation, San Marino, Saint Vincent and the Grenadines, San Marino, Serbia, Seychelles, Slovakia, Slovenia, Solomon Islands, South Korea, Spain, Sweden, Switzerland, Singapore, Ukraine, United Kingdom, Northern Ireland, United States, Uruguay, Vatican City.
